Undercover renters from Tenants Victoria and the Consumer Policy Research Centre have found a significant portion of rental properties across Victoria aren’t meeting basic legal standards.
The investigation revealed that out of the 100 assessed properties, 15 failed to meet standards for heating, 28 had maintenance issues, 9 had visible mould, and 24 agents could not provide information about electricity and gas compliance.

Chief Executive Officer Erin Turner of the research centre was one of these undercover renters. Turner found that rentals on the affordable side of the market were most likely to fall short of requirements.
“People who rent deserve safe homes, regardless of their budget,” she said, “There’s a clear need for enforcement to ensure compliance with the law across all affordable rentals.”
